Java Configuration for Government Portals in 2026
Which JRE version still works, how to add sites to the Exception Site List, and how to stop 'Application Blocked by Java Security' from breaking your tender submission.

Several legacy government applications still depend on a Java applet or a Java-based signer. Getting Java right once saves hours of failed submissions later.
Pick the version the portal expects
Newer is not always better. Portals that were certified against an older JRE line often refuse to start under the latest release. Check the portal's own help page for the version it certifies, and install exactly that.
Keep only one JRE installed. Multiple parallel installations confuse the browser plug-in and the signer utility.
Add the portal to the Exception Site List
'Application Blocked by Java Security' means the applet is not on the trusted list.
- Open Configure Java from the Start menu.
- Go to the Security tab and set the security level as advised by the portal.
- Click Edit Site List → Add, and paste the full https:// address of the portal.
- Apply, close every browser window, and reopen the portal.
Clear the Java cache after every change
Java caches applets aggressively. After changing settings, go to the General tab → Settings → Delete Files, and tick all options. Reopen the portal afterwards.
When the applet simply will not load
If the browser has dropped plug-in support entirely, use the desktop client or the standalone signer the portal provides instead of fighting the browser. Never download a 'Java patch' from a search-engine advertisement — use the portal's own download page only.
